Can CapCut Pro replace Adobe Premiere Pro completely?

For social video, yes — many creators never need anything else. For work that runs longer than a few minutes, uses several cameras, needs precise colour, or has to be handed to another editor, no. The limit is not picture quality; a good CapCut edit looks good. The limit is control, organisation, and whether the project itself can leave the app.

Is Premiere Pro overkill if I only make TikTok and Reels videos?

Usually yes. Premiere will do the job, but you will spend longer setting up sequences, export presets and captions than the edit itself deserves. Which one handles Arabic and Darija better?

Neither transcribes Moroccan Darija reliably; expect to correct auto-captions by hand in both. For Arabic titles, test letter-joining and text direction in each application before you commit to a template or a project style.
